Campus Law Enforcement Journal, v42 n1 p28-29 Jan-Feb 2012
Like many urban campuses, Virginia Commonwealth University (VCU) in Richmond, Virginia, has students living in private residences scattered throughout the local community. These students come and go from campus at all hours of the day and night. The safety of these students, and all other students, staff and visitors becomes a major priority for the schools and their police departments. One portion of the VCU Police Department's 2011-2012 Work Plan set a goal of a 25 percent reduction in robberies within its jurisdictional boundaries. With the goal set, it became a priority for members of the patrol division to develop methods to reach the new objective. "The Blue Light Special" is a plan used by smaller campus law enforcement agencies to educate students on crime statistics. At these functions, the police captured the attention of students with lights-flashing patrol vehicles set up at various areas on campus. When the subsequent crowd gathered, the officers handed out crime statistics, prevention information and free doughnuts. Taking the idea of "The Blue Light Special," final plans were made for the VCU Police Department's Robbery Awareness and Prevention Week. "Blue Light Specials" were held on all three shifts, messages were sent out on the agency's Facebook and Twitter sites, information was placed on the TelegRAM, VCU's internal email system for students and staff, an article was printed by the "Commonwealth Times" (the school's student-run newspaper), ads for robbery prevention were placed on the campus closed circuit television monitors at various campus sites.
