Burkhauser and Daly claim that Social Security Disability Insurance (SSDI) is growing at an unsustainable rate and has depressed employment rates and incomes of people with disabilities following enactment of the Americans with Disabilities Act in 1990. In the authors' view, SSDI is sustainable and affordable, despite increasing prevalence of receipt in the wake of the Great Recession. In economic hard times SSDI is even more important as a lifeline for those who have lost their capacity to earn a living. Reasons for less than hoped for gains in employment and incomes of people with disabilities more likely lie in the less forgiving workplace that all U.S. workers face in the increasingly competitive economy. Finally, Burkhauser and Daly's proposal to experience rate the SSDI contribution rate poses downside risks that merit attention.
