Critical Information at Critical Moments
Fierman, Ben; Thrower, Raymond H., Jr.
Campus Law Enforcement Journal, v41 n5 p25-27 Sep-Oct 2011
On a daily basis, administrators are reminded of the potential, perhaps the likelihood, of violence or natural crises on their campuses. Comprehensive studies have been conducted and point to recommendations and best practices for planning, preparing, responding to, and recovering from critical incidents. The International Association of Campus Law Enforcement Administrators (IACLEA) Blueprint for Safer Campuses (April 2008) is an example of lessons learned and recommendations made, in a manner that will reliably work during daily operations and, in particular, during the most challenging of times. To the extent that their professions exist in rather complex institutions, the authors routinely navigate through organizations replete with silos of departments, committees, resources, capabilities, and authority. Too often, the result of these silos is segregated solutions, resources, and processes. The purpose of this article is to underscore the need for solutions that cut through the isolated systems and resources that typify their environment. The authors have come to embrace and expect integration and collaboration as core to improving their methods and solutions. The following characteristics are essential for a solution to be both practical to achieve and effective in practice. Solutions must be: (1) Secure; (2) Accessible; (3) Controlled; (4) Versatile; (5) Comprehensive; (6) Useful in normal operations; and (7) Intuitive in emergencies. Capabilities must integrate: (1) Interdisciplinary communication and information sharing; (2) Access to all essential information; (3) Teaching and training; (4) Incident data capture, analysis, trending and reporting; and (5) Professional networking and collaboration.
