School Desegregation and Civil Society: The Unification of Alabama's Black and White Parent-Teacher Associations, 1954-1971

This articles discusses the unification of Alabama's black and white Parent-Teacher Associations from 1954 to 1971. Alabama was one of the last PTA state units to desegregate in the late 1960s, along with Arkansas, Georgia, Louisiana, Mississippi, South Carolina, and Texas. It was also the only state in which white members launched a successful drive to leave the National PTA, although it was short-lived. In the history of education, there is a burgeoning literature on the desegregation of schools and the impact of the "Brown" decision. The author looks closely at the impact of desegregation on a major national voluntary organization and shows how the "Brown" decision and push to desegregate schools played out in state and local units in Alabama. In addition to investigating the local impact of desegregation efforts on civil society, this study also responds to Adam Fairclough's observations of nearly twenty years ago, that more studies of school desegregation are needed that examine black and white actions together--rather than segregating the history by race--and to overcome the local-national dichotomy. Overall, white and black PTA leaders at the three levels of the federation expressed their hopes and concerns for the future of public schooling and the organization through their reactions to calls to integrate schools and PTA units.
