Twelve factors that are essential to consider when embarking on the process of transformative development are examined in the context of international development programming in education and training. Each factor raises a number of questions for the deliberations of policy makers, development practitioners, scholars, international educators, training program designers and trainers. Together, these twelve factors can inform the establishment of appropriate training content and methodologies to implement as internationals and locals collaborate in capacity building for professionals and institutions in education, and other sectors within development contexts.
