Many campus law enforcement administrators reach a point where they need to request additional staff. Unless the department is awash in extra funding or is in the wake of a major incident that brought significant attention to current manpower, they're likely fighting an uphill battle for growth. The effectiveness of formulas that analyze the size of a department and promise to spit out the magic number of officers needed is questionable. Most formulas are geared toward municipal agencies and fail to capture the differences that make policing a campus setting so unique. Acknowledging that many of the staffing formulas are not effectively mixed with campus settings, there is an initial need to determine what variables directly apply to campus policing. Several variables must be considered before determining which are critical to accurately study department size and subsequent needs. Campus variables that could be considered include: (1) total enrollment; (2) male population; (3) residents living on campus under direct jurisdiction of the agency; (4) urban versus rural geography; and (5) agency structure to distinguish sworn, unsworn, hybrid. This article takes a closer look at each one to identify which might be both critical and measurable.
