Since 2006, it has been clear that the system of capped variable fees hasn't worked, either in practice or in principle. The system fails when it comes to delivering admission by ability, rather than the ability to pay. It fails in the allocation of bursaries, and it fails because, while there is guaranteed debt, there is no guarantee of financial success postgraduation. To address these failings, the National Union of Students (NUS) is calling for a radical overhaul of the funding system that would see graduates contribute to the costs of their degree once in work, according to their income. The NUS feels that any new system of student finance needs to move away from the current narrow focus on full-time undergraduate study. Higher education needs to be supported by a funding system that is more flexible, and allows students to come in and out of higher education, as well as treating part-time students in the same way as their full-time counterparts.
