Up for Debate: Congress to Consider Future of Workforce Investment Act

Community colleges have seen significant legislative developments in the last few years, including reauthorization of the Higher Education Act in 2008, the stimulus legislation earlier this year, and, of course, the American Graduation Initiative (AGI), which should be passed by the end of the year. But there is one significant piece of the puzzle that remains missing: reauthorization of the Workforce Investment Act (WIA), which has been pending since 2003. WIA governs several key components of the federal workforce development system, including the workforce investment boards, One-Stop Career Centers, and federal support for adult basic education. The pending WIA reauthorization marks an opportunity to reexamine workforce and training programs and to hopefully emerge with an improved product that better serves the needs of the nation's workers and businesses and the institutions that serve them. Nearly all WIA stakeholders, including the American Association of Community Colleges (AACC), strongly urge Congress to reauthorize the program.
