This article describes a program created to improve mathematics instruction in a school district's lowest-performing schools. The program was initiated as a partnership among the University of North Carolina, Action Greensboro (a group of six local foundations), and Guilford County Schools that had a goal of attracting a full complement of qualified math teachers to the 10 lowest-performing high schools in Guilford. Strategies were identified to retain teachers through a combination of financial incentives, intensive mentoring, and professional development. Retaining teachers would, in turn, improve student learning and performance in math. Essential to the project's success were seven major components of effective teacher support that were packaged to obtain a cumulative effect of student academic success. Although each component has its own effect upon teacher recruitment, retention, and student achievement, it is the synergy among them that has yielded results.
