An Evaluation of Baltimore City's Grade 9 Transition Program

The Baltimore City Public School System's (BCPSS) Grade 9 Transition Program was implemented in 2001-02. It is designed to increase student achievement in an era of No Child Left Behind federal legislation by providing additional time and learning opportunities for eighth-grade students who have not met all promotion standards established by the Board of School Commissioners. To be promoted to the ninth grade, students must pass four core academic courses, earn at least 70 percent on criterion-referenced tests based on content standards in reading and mathematics, and pass the Maryland Functional Testing Program in reading, writing, and mathematics. Students who meet between five and eight standards are eligible to participate in the Grade 9 Transition Program. This study was conducted to determine how well the program has served BCPSS students. It focuses on the analysis of data collected from the first year of implementation and may help to guide policy makers and educators in making data-driven decisions to enhance the implementation of this program in subsequent years.
