An Empirical Study on the Quality Assessment of Undergraduate Thesis in Shanghai

The Shanghai Education Evaluation Institute (SEEI), expanding from the Shanghai Evaluation Institute for Higher Education first established in 1996, is an institution under the management of the Shanghai Municipal Education Commission. Among the provincial education evaluation agencies in China, it is by far the largest in terms of its scale and project coverage and the most active in academic research and exchange. It has the status of an independent legal person. The evaluation projects of SEEI are primarily entrusted and authorized by Shanghai Municipal Education Commission. Ever since its establishment, SEEI has undertaken more than 100 evaluation and assessment projects entrusted by the Shanghai Municipal Education Commission in higher education, basic education, and vocational and adult education. In order to examine the quality of undergraduate theses in higher education institutions in Shanghai, strengthen the institutional support for the undergraduate thesis, and guarantee the quality of graduates, the Shanghai Municipal Education Commission, in January 2005, decided to conduct specialized inspections and evaluations of undergraduate theses in twenty-four colleges and universities in Shanghai, covering the theses by full-time college students from 2003. The foci of the project were on the institutional financial input and supervisor's input, the quality of students' undergraduate theses, and the institutions' organizational performance on the thesis project in the past three years. Entrusted by the Shanghai Municipal Education Commission, SEEI designed and implemented this inspection and evaluation project. On May 26, 2005, a Board of Examiners (BOE) Team organized by SEEI went to University A for the on-site inspection and evaluation. The team had six members plus a staff member from SEEI. When all of the five BOE teams finished their inspection and evaluation, SEEI gathered the opinions of inspection and evaluation from the teams and developed the 2005 Report on Inspection and Evaluation of Undergraduate Thesis in Universities and Colleges in Shanghai. This article offers a summary of the report and several recommendations. (Contains 1 table.)
