Almost all community colleges provide baccalaureate degree access through the implementation of articulated programs of study called 2 + 2 agreements. Articulation agreements are designed to ensure that associate degree courses apply toward upper-level baccalaureate study. Florida has a long-standing statewide articulation policy that was highly regulated by a state university governing board, the Board of Regents (BOR). The 2001 abolishment of the BOR led to the development of a local governance structure. Thus, university governance transitioned from a centralized to a decentralized model with corresponding questions arising about the continued viability of the statewide articulation policy. This study focused on the perceived impact of the governance change on compliance with Florida's 2 + 2 articulation policy and institutional student support services. Employing a descriptive qualitative design, the structure and function of community college transfer student services and student life programs at three selected institutions were explored. This was accomplished through semistructured interviews with 15 key university administrators. The majority of the university administrators interviewed perceived the decentralization of statewide governance as negatively impacting the 2 + 2 arrangements with community colleges.
