Community Colleges Lead in Education Reform: Linking K-16 Institutions in Instructional Improvement through Technology
Phillips, Brad C.; Piland, William E.
Community College Journal, v74 n2 p20-23 Oct-Nov 2003
Today, educational reform equals testing. This over reliance on testing has come about because of a belief that a paper and pencil or computer-based test can truly measure student learning and that results can be used for punishment, reward, and accountability purposes. This simplistic approach to reform is viewed as a quick fix to long seething problems in the educational system, especially in the K-12 system. Yet, how do people really know that students have learned? Tests have well-known and documented problems. Some of the major issues include the time involved in test preparation and test taking, misalignment of standards and the tests, high stakes impact on student performance, and validity concerns, to name a few. Community colleges are well positioned to lead educational reform in the K-16 arena. They play a unique role, straddling their K-12 partners on one side, and their university partners on the other. They are in a unique position to influence and bring together their K-12 and university partners to solve regional education problems. However, community colleges are not known for their leadership in technological innovations. In this article, the authors discuss the role of community colleges in educational reform and how they use technology to link K-16 institutions in instructional improvement and to effectively reform education.
