From Training to Technical Assistance in Professional Development: The Stories of Project CREATE and Project INSITE

The authors of this article describe two model programs aimed at improving the quality of infant and toddler child care in the state of Delaware. Project CREATE provided college-level coursework to classroom teachers. Project INSITE provided technical assistance to child care centers that was customized to meet the needs of the individual program. The authors describe the types of programs that are likely to benefit from the technical assistance provided and conclude that programs benefit most when they receive a combination of training and technical assistance services to address both program goals and the professional development needs of those working directly with children.
