Research shows that New Zealand has an approximate population of 600,000 children between the ages of five and fourteen years, and that approximately 80,000 of those children attend an out-of-school-care service each year. The New Zealand government allocates approximately $20 million to suitably approved programs, funding for families of lower socioeconomic status to attend care, and support to a national body known as the OSCAR Foundation (Out-of-School Care and Recreation) to provide "OSCAR advisers" to measure the quality of programs being delivered and to support development of quality programs. The Ministry of Social Development and Families Commission conducted research by meeting with key stakeholders, including families in a variety of communities, in 2006. The research resulted in a draft five-year action plan that focuses on four main categories in which action is required: quality, affordability, availability, and accessibility. The May 2007 budget released by the New Zealand Labor government makes a commitment to invest $17.4 million until 2012 in this sector as a result of the research that took place in 2006. The YMCA of New Zealand is the largest provider of OSCAR programs in the country, and receives considerable Ministry of Social Development (MSD) assistance grant and Work and Income subsidy for lower-income families. Acknowledging that there is a good contribution to the YMCA from these two funding sources, as well as the desire to be the leading provider in OSCAR for the country, the YMCA has moved to create a position to self-monitor its delivery of programs and set a standard to exceed approval norms. This article looks at the potential impact of this five-year action plan on providers, recipients, and quality standards for out-of-school care in New Zealand. (Contains 1 figure.)
