A year ago, Charles Miller, a former chairman of the University of Texas' Board of Regents, delivered the report of Commission on the Future of Higher Education to Secretary Margaret Spellings. Spellings hailed the report as a turning point: It was the day, she hoped, when U.S. colleges reoriented their mission to provide the highest possible quality of education to the most students possible at the lowest possible cost. While the Spellings report has some contributions, it has also some shortcomings. It offered most of its recommendations in the form of general guidance rather than specific objectives. It overlooked major problems such as the conflict-of-interest scandal that subsequently enveloped both college financial-aid offices and the student-loan industry. It had no student representation. It contained no significant international comparisons. This article reports the conflicting views of institutions on the recommendations of the Spellings report. This article also reports how some universities have started to embrace the proposed goals of the Spellings report.
