In 2004, the Texas Higher Education Coordinating Board released a report that called for the state's public universities to be held accountable for the effectiveness and quality of their doctoral programs. The author believes that this report has the potential to transform the practice of doctoral education in the Lone Star State, because the coordinating board has the authority to implement the report's recommendations after consultation with Texas public universities. This report may also be a harbinger of similar transformations to come in other states. Rather than wait for the rising number of such calls for accountability to lead to externally imposed, poorly designed solutions to the problems of doctoral education, graduate deans and faculty instead need to work together to devise strategies for improving the participation rates, programs of study, and success rates of doctoral students.
