The Outsiders: It's Not Just the Money. The "65 Percent Solution" Questions whether Librarians Are Actually Educators

The "65 percent solution," developed by First Class Education, a national advocacy group, states that 65 percent of a school's operating budget be devoted to "in-class instruction" as opposed to "out-of-classroom" purposes. One of the unintended consequences of this "solution," according to this author, is that it provides another basis for assaults on school libraries, as libraries are considered an "out-of-classroom" expense. He argues that there are two major problems with this proposal: (1) it creates ambivalence about whether librarians are instructional or support staff; and (2) it contradicts the fact that there is at least as much evidence (indeed, more) for the positive impact on test scores of school libraries as there is for the value of instructional--or "in-classroom"--spending. Noting that the National Center for Education Statistics (NCES) also classifies librarians and libraries as "outside the classroom," the author urges that organization to reconsider their classification.
