Welfare Reform and Immigrant Participation in Welfare Programs.
Borjas, George J.
International Migration Review, v36 n4 p1093-1123 Win 2002
Examined the impact of 1996 welfare reform legislation on immigrants' welfare use. Nationally, immigrants' welfare participation rates declined relative to those of natives. This trend was attributable to trends in welfare participation in California, where immigrants experienced a precipitous drop in participation rates. Much of the potential impact of reform outside of California was neutralized because both state governments and immigrants responded to the federal legislation by altering their behavior. (SM)
