Sameness, Bureaucracy, and the Myth of Educational Equity: The TAAS System of Testing in Texas Public Schools.
McNeil, Linda M.
Hispanic Journal of Behavioral Sciences, v22 n4 p508-23 Nov 2000
The verdict in the Texas Assessment of Academic Skills (TAAS) case undermined the concept of educational equity by equating it with sameness. Testimony was excluded that revealed bureaucratic processes creating new inequities: overemphasis on test preparation and manipulation of students' grade level designations to artificially improve school-level test scores to the detriment of educational quality for minority students.
