Characteristics of apprenticeship in Austria, Denmark, Ireland, and the Netherlands are closer to Germany's social partnerships model than Britain's deregulated market in terms of statutory governance, educational requirements, administration, and funding. The experience of these countries may not be helpful in reviving British apprenticeship without institutional change. (SK)
