A Delphi panel of 15 individuals, known for contributions to extension education or land-grant institutions in the area of internationalization, identified 38 institutional characteristics important to an internationalized extension system. Critical elements focused on awareness by faculty and extension educators of global interdependence, international issues and perspectives, and the impacts of international economic forces.
