Case studies of 14 participants in a Youth Credits job training program revealed that, despite quality controls, several trainees experienced poor quality training. High quality training requires a focus on a coherent and coordinated process of high quality learning, reinforcement of the relationship between training on and off the job, and effective relationships between learners and training providers.
