Research shows that current ways of employing paraprofessionals in classroom do not generally improve instructional quality or performance. Hiring of untrained Chapter 1 aides rather than professional teachers is growing. States should be required to develop training programs and licensing procedures that include coursework on learning and childhood development and specialized courses on teaching core academic subjects.
