In June 1991, U.S. Department of Labor issued the Secretary's Commission on Achieving Necessary Skills (SCANS) Report detailing the necessary competencies and foundations required for twenty-first-century workers. Because communications skills, critical thinking, work habits, interpersonal skills, and individual responsibility are as important as academic skills, middle-school assessment instruments should be developed that provide this information to students and parents.
