Collected data on 3,025 persons hired from outside government service to work at military installation. Examined whether Veterans' Readjustment Program (VRP) recruited significantly larger percentage of Black Vietnam veterans than traditional Office of Personnel Management recruitment procedures. When compared with earlier recruitment data, number of persons recruited from 1984 to 1989 via VRP showed steady decline. (Author/NB)
