The authors discuss implementational difficulties associated with domestic violence policies in states having equal rights amendments. They identify governmental levels, organizations, and actors that have impeded implementation. Discussion is based on difficulties experienced by the Houston Area Women's Center and a telephone survey of National Coalition against Domestic Violence affiliates. (CH)
