The Reagan administration's successful effort to disband the Office of Noise Abatement and Control, which focused on transportation equipment, at the Environmental Protection Agency (EPA) is discussed. It is demonstrated that a cost-benefit analysis and politics combined to help the administration's attempt succeed. (TJH)
