Describes the development, characteristics, and validation of a model, derived from sources in the literature, for the inservice professional development of educational administrators. The model has three crucial stages: planning, implementing, and evaluating. Each of these stages contains four steps: analysing, developing, operating, and evaluating. (PGD)
