Examines the concepts of and relationship between responsibility and authority. Identifies seven characteristics of educational systems (authority, interdependence, the unified whole, goals, evaluation, correction, and knowledge) as central to an analysis of educational responsibility. Suggests restructuring the educational system on a bi-dimensional basis of responsibility and authority. (WL)
