Capital renewal--repair and replacement of facilities--is discussed, as well as inflation, government regulation, changing technology, and financing. A national inventory of campus needs, based on standard definitions and methodologies, and survey and evaluation of current renewal and replacement policies are advocated. (Author/MLW)
