Describes alternative staff and participant perceptions regarding the goals of the CETA program in Tennessee. The perceptions regarded the relative importance of the economic, personal development, and social outcomes of participating in a CETA program. It was concluded that avoidance of staff stereotyping of clientele would benefit the program. (CT)
