Inservice teacher education is the logical catalyst to any process of school improvement but school board members and school administrators must insure that their forthcoming efforts fulfill three important criteria: (1) Shared decision-making responsibilities with recognized representatives of the teaching staff, preferably at the individual school level, (2) adequate funding, and (3) regularly scheduled released time for the staff to participate in inservice activities.
