Discusses a study which measured responses to anomie scales across black neighborhoods. Findings indicate that American black urban ghettos include a great variety of subculturally distinct residential areas. Concludes that the most crucial variables are those which determine the relationship between neighborhoods and the citypower structure. (Author/DB)
