Barriers to employment for economically and vocationally disadvantaged persons are presented in this study. Four clusters of barriers are identified: job qualifications, social and interpersonal conflict, legal and financial problems, and emotional-personal problems. Counseling programs are also described to help individuals overcome these barriers. (Author/HLM)
