"We Are Water Protectors": An Entry Point for Indigenous Civics in Elementary Education

In their work with young learners, the authors found that "We Are Water Protectors," written by Carole Lindstrom, of the Anishinabe/ Métis and Turtle Mountain Band of Ojibwe Indians, and illustrated by Michaela Goade, of Tlingit descent, was a powerful entry point for recognizing the ways in which Indigenous communities continue to contribute to the present culture with healthier ways of living and being--an important implication for citizenry. The authors challenge the notion that citizenship education is often delimited to a legal status in the United States. Instead, they articulate citizenship broadly as civic involvement that has positive implications for one's community and broader communities--both human and more-than-human (e.g., water). The authors use the C3 Framework's Civics elementary standards to support broadening the knowledge of Indigenous peoples and civic ways of being. Furthermore, they find books, such as "We Are Water Protectors," to be powerful and fruitful in the aim of helping students contemplate "How can Indigenous texts inform what it means to be a citizen?" They believe this question assumes that Indigenous texts offer ample discussion and models of citizenship.
