Promoting FERPA in HBCU Environments: The Registrar's Role

This article will explore how the influence of the Historically Black Colleges and Universities (HBCU) culture, benefits of inclusionary leadership practices, and organizational structure impact the Family Educational Rights and Privacy Act of 1974 (FERPA) implementation and adherence. The purpose of this article will be to educate and influence how the role of the registrar can be infused throughout an HBCU to provide clear proponents of FERPA compliance. In addition, it will provide a collaborative model of how the registrar can ensure organizational, administrative, clerical, and teaching support as it relates to the protection of student records. Understanding that maintaining a cultural identity is important to the HBCU, the registrar can work within a highly social environment while providing opportunities for the growth of an institution as it relates to FERPA compliance.
