Who Benefits and under What Conditions from Developmental Education Reform? Key Takeaways from Florida's Statewide Initiative

Florida's developmental education reform has benefitted most students directly impacted by the reform and has helped to reduce existing achievement gaps by race/ethnicity, English Language Learner status, and academic preparation in short-term outcomes like college course-taking and credit accumulation. Even though the reform was not specifically designed as an equity-focused reform, it disrupted systemic structural barriers associated with traditional developmental education programs. The effectiveness of Florida's reform varied by institution. There were also differences in the reform's effectiveness depending on implementation characteristics. For example, the use of the corequisite instructional strategy (or same-semester support) for developmental courses was particularly effective in math. Florida's reform utilized a comprehensive set of reform efforts (self-placement, accelerated developmental instructional strategies, and enhanced support services) that together may have had a larger impact than any single component alone. Another important aspect of Florida's reform is that it provided colleges with flexibility in implementation (such as selecting accelerated developmental education instructional strategies and making changes to advising and student support services), which allowed them to determine what works best for their unique student populations.
