IFSP Child and Family Outcomes: Creating Clarity with a Team-Based Approach

The Individuals with Disabilities Education Act Part C (IDEA, 2004) is a federal program that assists states with delivering early intervention services (EIS) for infants and toddlers with developmental delay up until their third birthday and their families (Early Childhood Technical Assistance Center [ECTA], 2019). Through IDEA Part C, EIS are coordinated through a collaborative and team-based approach with a focus on the child, family, and natural environments (Jung & Grisham-Brown, 2006; McWilliam, 2010). The family is an integral part of the team planning the Individualized Family Service Plan (IFSP), the document delineating EIS provided to the child and family. IFSPs must include statements of a qualifying child's (a) present levels of development (PLOD); (b) functional outcomes pertaining to the child and family based on their priorities, resources, and concerns; (c) services and strategies needed to achieve these outcomes; and (d) natural environments where services will be delivered (IDEA, 2004). At times, IFSPs include vague PLOD only loosely connected to child- and family-related outcomes, as well as outcomes that are difficult to implement and progress monitor (Boavida et al., 2014; Bruder, 2010; Jung, 2010). These factors leave teams with questions about how to best meet families' needs. Therefore, the purpose of this article is to describe three questions that provide guidance to families and teams of EIS professionals developing IFSP child and family outcome statements aligned to PLOD data. Stephanie N. DeSpain and Laura Hedin frame the discussion around these key questions that assist EIS teams as they develop IFSPs with well-articulated PLOD, measurable and observable family and child outcome statements, and strategies and activities.
