Educating Students with Disabilities in Charter Schools: Fiscal Policies, Practices, and Particularities

The charter sector has historically received significant federal support through the Charter School Program, which was allocated $440 million in fiscal year 2020. However, the sector has been criticized for not serving a proportionate share of students with disabilities and being less equipped to educate them. To gain a better understanding of how students with disabilities enroll and are provided specialized supports and services in charter schools, an examination of how special education is funded in these autonomous public schools is required. This article explores the fiscal policies, practices, and particularities that shape special education funding in the charter sector and explores how they may shape access to charter schools that offer distinct, and potentially higher quality and better aligned, models and curricula that could generate better outcomes for students with disabilities.
