It is imperative for policy makers and institutional leaders to commit to expanding high-quality postsecondary pathways that can meet today's students and deliver on the promise of a personally and professionally rewarding career. Competency-based education (CBE) is focused on actual student learning rather than time spent in class or focused on material. Learners' progress is measured when they demonstrate the competence required for a particular focus area. CBE done well has the potential for increasing access for underserved or poorly served learners, lowering student costs, speeding time to completion, and improving workforce preparedness. State governments have a unique role to play in expanding and guiding the thoughtful implementation of competency-based programs in higher education. Illinois and Ohio are among the states leading the way.
