ROC'ing "Brown": Understanding the Costs of Desegregation Using a Racial Opportunity Cost Framework
Peabody Journal of Education, v94 n5 p535-544 2019
The "Brown v. Board of Education" (1954) decision is widely celebrated as a watershed moment in U.S. educational and civil rights history. Sixty-five years have passed since that monumental decision, creating an opportunity to examine the implications of desegregation for students today. Using a racial opportunity cost (ROC) framework, which explicates the costs of academic success for high-achieving students of color in racialized school contexts, this article describes how the manner in which desegregation unfolded impacted today's educational system, particularly for students of color. It also discusses the racial opportunity cost framework and its suitability for elucidating costs to students of color that result from navigating these desegregated environments. If we are to finally provide the educational environments our students deserve, we must be prepared to make radical change.
