Issues Facing Community College Job Training Programs: A Delphi Approach

One significant function community colleges serve is the provision of training programs for today's jobs. Students in job training programs are pursuing valued industry credentials and occupational skill sets to prepare themselves for new employment opportunities. Others are interested in retraining and professional development. Historically, community colleges have been a premier source of programming for non-credit bearing instruction, but funding, competition from the private sector and other concerns have impacted their ability to accomplish this aspect of their mission and meet the needs of local and regional employers. Using the Delphi survey technique, this study sought to determine the issues workforce development program administrators currently face. Experts in the field deemed seven issues as critical, including a decline in state funding, student retention and completion, and the needs of underprepared students.
