The Engaged University Today--Outreach Scholarship Conference

This article presents remarks by Graham B. Spanier, president of Penn State University and former chair of the Kellogg Commission on the Future of State and Land-Grant Universities, given at the fourth annual National Outreach Scholarship Conference. One of the areas studied by the Kellogg Commission on the Future of State and Land-Grant Universities was the focus of the three-day conference--the topic of engagement. In his remarks, Spanier begins by providing an overview of "Returning to Our Roots: The Engaged Institution" (Kellogg Commission 1999). This attention-grabbing report by the Kellogg Commission offered a number of recommendations and a model to transform the historic mission of teaching, research, and service into a forward-looking agenda of learning, discovery, and engagement. Spanier goes on to discuss a number of significant accomplishments toward a more meaningful engagement agenda that have transpired over the last five years including the creation of a number of task forces to identify barriers to university-industry partnerships, the establishment of the Clearinghouse for the Scholarship of Engagement, and a prolific response from individual institutions, which have developed everything from Web sites dedicated to engagement activities to reports focusing on the topic. Additionally, a variety of engagement models also have emerged at various higher education institutions. Spanier focuses on the model at Penn State which emphasizes the integration of teaching, research, and service, cutting across disciplinary lines. He highlights key aspects of the model and concludes with recommendations for further embracing the concepts outlined by the Kellogg Commission's report going forward.
