The $78 Billion Community College Funding Shortfall

Community colleges play a crucial role in American higher education. As affordable alternatives to four-year universities, they offer a vital pathway to a four-year degree, as well as career and vocational training. Because these colleges also disproportionately serve low-income students and students of color, they are engines of opportunity supporting social mobility and the health of the U.S. economy. This report lays out the revenue gaps between public four- and two-year institutions on a national and state-by-state level, along with how these differences in revenue vary on a per-student basis. The revenue gaps focus on items directly related to education: tuition revenue, grants and scholarships from all non-institutional sources, state appropriations, and local appropriations.
