2024 State of the System Report: The State of the System Is Strong!

In 2023, the California Community Colleges Chancellor's Office launched Vision 2030. This bold plan provides a foundation for transformational change to ensure institutions work for students and provide equitable access to future learners through college. By working collaboratively as a system to advance the Vision 2030 priorities, colleges are creating a higher education experience that is more inclusive of all Californians. In the plan's first year, the system made significant progress in meeting or exceeding the goals identified in the Vision, especially related to Equity in Access. With the release of the 2024 State of the System report, the Chancellor's Office is thrilled to share that the state of the system is STRONG. Most notably, the total enrollment has increased to more than 2.1 million students as of 2023-24. This is a nearly 10% increase in enrollment over a one-year period and means exceeding the Vision 2030 goal for this point in time. It is also important to note that most student populations--including Latino, Black/African American and Native American--have also exceeded enrollment increase targets for the same period. Dual enrollment is up over 24%, while increases in veteran, justice-involved and foster youth populations have also met or exceeded the annual progress needed to reach the ultimate goals in 2029-30. While overall completion still reflects the effects of the pandemic, the number of students finishing a degree or certificate continues to be near an all-time high for all demographic groups. As efforts are advanced to align Vision 2030 with the Governor's Roadmap for the Future of California Community Colleges--a complementary strategy to boost degree attainment--the system is mobilizing to play a pivotal role in achieving the state's goal of 70% postsecondary degree and certificate attainment among working-age Californians by 2030. The focus is on key workforce priorities highlighted in the Governor's Roadmap, including healthcare, education, STEM, and climate change.
