Strategic Governance: Board and Superintendents' Perspectives on a Governance Framework and Student Achievement

Lone Star Governance (LSG), a governance model rooted in school board best practices, was developed for Texas school board trustees and their superintendent to improve student outcomes (Crabill, 2017). This phenomenological study investigated school board members' perceptions compared to the perceptions of superintendents regarding the LSG Framework., examining their perspectives of the model designed to enhance student achievement. The study centered on the framework's five pillars and its perceived impact on student outcomes. Five major themes emerged from the research: Data-Driven Accountability, Strategic Governance and Collaboration, Advocacy and Stakeholder Relations, Perceptions of LSG Implementation, and Continuous Improvement and Innovation. Findings revealed that LSG provided a strong foundation for districts to establish student achievement goals using specific, measurable data. However, participants noted that factors beyond the framework also significantly influenced student outcomes. This study expanded the understanding of effective school board governance practices and contributed to the broader understanding of effective school board governance practices, offering valuable insights for educational improvement at both local and national levels.
