Establishing ELL-Informed Online Learning Communities: Supporting Teachers and Improving Educational Outcomes in Rural Pennsylvania Public Schools

The number of English Language Learners (ELLs) in rural public schools has been steadily increasing in recent years. These rural schools are often underfunded and ill-prepared to manage this new demographic of students, which often leads to the students being neglected and falling behind in their studies. This Action Research Study consisted of two Cycles that explored the need and feasibility of ELL resources in four public schools in rural Pennsylvania. The goal of Cycle 1 was to investigate the ELL resources that were currently being used in those schools, and then identify other resources that could be used in Cycle 2 in order to determine which ELL resources would provide the greatest benefit under the current funding constraints. Using the data from Cycle 1, the researcher created an online professional learning community which provided ELL-informed teaching resources that could be used in the classroom immediately and as a form of ongoing professional development. Data collected from teacher and administrator interviews in Cycle 1 highlighted the need for comprehensive ELL resources, caregiver engagement, and professional development. Building on these findings, Cycle 2 implemented an ELL-informed Google Classroom platform which was evaluated through participant use, surveys, and reflections. Findings indicated that the online platform was very effective in providing the teachers and administrators with the resources and support they needed for learning and implementing ELL teaching strategies. The study concludes with recommendations for integrating a more permanent online professional learning community that would help teachers address the ongoing demographic changes and improve educational outcomes for ELL students.
