Charter School Network Organizational Expansion Maintaining Academic and Operational Excellence across State, Racial, Ethnic, and Community Lines

This qualitative action research study was conducted within a multi-state Title I, K-12 public charter school organization with the purpose of identifying challenges and potential solutions for expansion of The Network into states beyond the state of origin and to determine the impact of a leadership development course on leaders within The Network. Participants engaged in a five-session online asynchronous professional development course aimed to teach school-based and regional leaders, who worked outside the state in which the organization originated, to become effective and high-performing instructional and operational leaders. School-based, regional-based, and national leaders participated in an online asynchronous professional development course. Analysis of the qualitative data from interviews and course documents revealed two key overarching themes: (1) Geo-cultural context and the demography of the populous must be key determinants in school model and leadership development; and (2) Leaders in expansion states must begin to have equitable access to coaching and development in order for the organization to reverse failure in the expansion states.
