The Effect of Tuition Discounting on the Financial Condition of Regional Public Universities

Tuition discounting has become a common strategy used in higher education to generate enrollment; however, little academic study has been done on its impact on the overall financial condition of higher education institutions. Those studies that have been completed regarding tuition discounting have primarily analyzed the use of tuition discounting in private institutions of higher education. Often, the existing studies analyzed whether net tuition revenue was generated when raising tuition rates, due to the increasing use of tuition discounting. Even fewer studies considered overall financial condition. Prior studies have shown mixed results regarding which tuition discounting has a neutral, favorable, or unfavorable impact to financial condition. Funding for public universities is unstable and subject to change dramatically due to economic and political conditions. When state appropriations decline, increases in tuition often result. To continue to grow enrollment despite higher pricing, a discount is offered, reducing the amount of additional revenue collected. Academic interest in regional public universities (RPUs) has grown in recent years, but studies of tuition discounting used by this class of institutions have not been undertaken. This study was among the first to use data related to public higher education due to an expansion of data collection to allow the calculation of the Composite Financial Index (CFI), a single measure of the financial condition of a higher education institution. This study included ordinary least squares (OLS) regression to determine the relationship between tuition discounting and financial condition.
